论中国环境治理中的非正式制度创新研究

Innovations of Informal Institutions in China’s Environmental Governance

由于制度环境不同,发展中国家的环境治理不能一味照搬西方模式。基于制度经济学制度分析的视角,文章详细阐述了环境非正式制度对于发展中国家环境治理模式创新的重要意义。指出中国环境非正式制度的创新一方面要在吸收传统文化精髓的基础上,重新诠释“义利观”和“天人合一”等传统文化思想,进行内容上的创新;另一方面,在环境非正式制度的路径构建上,应当以国家为主导,“自上而下”地提供生态文明的主流意识形态。

Due to different institutional environments,environmental governance in developing countries cannot blindly copy the Western model.Based on the institutional analysis of institutional economics,this paper elaborates the significance of environmental informal institution for the innovation of environmental governance model in developing countries.It is pointed out that the innovation of China s environmental informal institution should,on the one hand,reinterpret the traditional cultural ideas of“justice and benefit”and“harmony between man and nature”on the basis of absorbing the essence of traditional culture,and make innovations in content;on the other hand,the path construction of environmental informal institution should be guided by the state and the mainstream ideology of ecological civilization should be provided from top to bottom.
