Political Party Building and Chinese Political Development

明确党的政治建设在党的建设布局中的地位和重要性,这既是由党的建设内在要求决定的,也是由中国政治建设的内在逻辑决定的。党的政治建设的理论价值和实践意义已经超出党的建设自身,深刻关系、影响到中国的政治建设,而在现代化和社会主义两大取向作用下的中国政治发展,又对党的政治建设提出了更高的要求。中国共产党作为使命型政党是建立在全党团结统一基础之上的,在党自身建设的逻辑中,党的政治建设就要根据使命型政党的内在要求,来促进和保证党的团结统一;党的政治建设的首要任务是坚持党中央权威和集中统一领导,在科学社会主义的逻辑中,加强党的政治建设,就要立足于社会主义的属性和方向坚持和加强党的全面领导,从而推进中国的社会主义事业发展;当代中国以构建现代国家为中心任务的政治建设,是以中国共产党为中轴而展开的,在现代国家建设的逻辑中,党的政治建设首先必须保证政治权力有效,以组织、运行、巩固国家权力,因此,现代国家构建就赋予了党的政治建设丰富且独特的内涵和要求;良善和适宜的政治建设一定是建立在有效政治与合法政治的有机统一基础上的,以人民为中心是党的政治建设所强调的政治立场,其合理合法地解决了党与人民的关系问题,在社会主义民主政治的逻辑中,党的政治建设必须始终坚持以人民为中心的政治价值和政治伦理,促进人民民主的发展。

To clarify the status and importance of political Party building in the plan of Party building is demanded by both the intrinsic requirements of Party building and the intrinsic logic of Chinese political building.The theoretical and practical significance for political Party building already exceeds Party building itself.Political development in China affected by the orientations of modernization and socialism raises higher demands for political Party building.The Communist Party of China as a missionary party is established upon the foundation of solidarity and unity of the entire Party.According to the logic of self-building for the Party,political Party building should enhance and secure the Party’s solidarity and unity due to the intrinsic demands of missionary parties.The primary task of political Party building is to uphold the Party Central Committee’s authority and centralized,unified leadership.In the logic of scientific socialism,to strengthen political Party building demands to uphold and strengthen the Party’s comprehensive leadership based on socialist nature and direction in order to promote the socialist course in China.Political building centered on modern state building in contemporary China develops around the axis of Communist Party of China.In the logic of modern state building,political Party building should primarily guarantee effective political power to organize,run,and consolidate state power.Therefore,modern state building endows rich and specific contents and requirements to political Party building.Benevolent and appropriate political building must be built upon the foundation of organic unity between effective and legitimate politics.Taking people as the center is the political position emphasized in political Party building.It rationally and legitimately solved the relational problem between the Party and the people.In the logic of socialist democratic politics,political Party building should always uphold people-centered political values and political ethics and promote people’s democracy.
