西部欠发达地区推进普惠金融发展的探索与实践

Exploration and Practice of Promoting the Development of Inclusive Finance in the Less Developed Areas of Western China

党的十八届三中全会审议通过的《中共中央关于全面深化改革若干重大问题的决定》首次提出了“发展普惠金融”的要求。根据联合国的定义,普惠金融是一个能有效地为社会所有阶层和群体提供服务的金融体系,其原则是以可负担的成本,为所有社会主体特别是传统金融长期以来忽视的欠发达地区和低收入人群提供相对平等的金融服务。发展普惠金融可以有效改善欠发达地区的金融供需矛盾,对欠发达地区的经济增长、社会发展和人民生活水平提高具有重要意义。甘肃省嘉峪关市位于我国西部欠发达地区,以其为例,在总结归纳国内外普惠金融工作实践的基础上,分析地域环境影响普惠及小微金融发展的制约因素,探索进一步深化普惠金融服务、支持小微企业发展的措施及建议具有现实意义。

In the Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensive Deepening Reform,which was deliberated and adopted at the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the requirement of"developing inclusive finance"was put forward for the first time.According to the definition of the United Nations,inclusive finance is a financial system that can effectively provide services to all social strata and groups.Its principle is to provide relatively equal financial services to all social subjects at affordable cost,especially the underdeveloped areas and low-income groups,which have long been neglected by traditional finance.The development of inclusive finance can effectively improve the contradiction between financial supply and demand in underdeveloped areas,which is of great significance to the economic growth,social development and the improvement of people's living standards in underdeveloped areas.Jiayuguan City,Gansu Province,is located in the less developed areas of western China.Taking it as an example,on the basis of summing up the practice of inclusive finance at home and abroad,it is of great significance to analyze the restrictive factors of regional environmental impact on inclusive finance and the development of small and micro finance,explore measures and suggestions for further deepening inclusive financial services,and support the development of small and micro enterprises.
