上海市排涝设施长效管理工作思考和建议

Thinking and suggestions on the long-term management work of drainage facilities in Shanghai

圩区是指分布在沿江滨湖的低洼易涝地区以及受潮汐影响的三角洲地区的特有的水利工程综合体系。本文对上海市圩区排涝设施和管理现状进行研究,分析了当前排涝设施长效管理中存在的市场化养护机制不健全等问题,并在此基础上提出了相应的政策建议,以期推动上海市排涝设施长效管理工作更上一个台阶。

Polder area refers to the special comprehensive system of water conservancy projects in low-lying waterlogging prone areas along rivers and lakes as well as delta areas affected by tides.The present situation of drainage facilities and management in polder areas of Shanghai is studied in the paper.Existing problems in current long-term management of drainage facilities are analyzed,such as imperfect marketization maintenance mechanism,etc.Corresponding policy suggestions are proposed on the basis in order to promote the long-term management of drainage facilities in Shanghai to a higher level.
