新型城镇化背景下城郊基层党建工作的实践与思考——基于烟台市芝罘区的调研

Practice and Reflection on the Party Construction in the Suburbs under the Background of New-type Urbanization

新型城镇化的快速推进给基层社会带来了一系列的调整变化,城郊基层党组织也面临着一系列的挑战,在自身建设、教育管理和服务党员、协商民主、服务群众发挥先锋模范作用和发展集体经济带领百姓共同富裕等方面都存在诸多不适应的症状。为了适应新型城镇化发展要求,加强城郊基层党建工作就要着力强化党组织领导能力,提升党员素质能力,规范监督管理体制,壮大集体经济,改善居民生活,使城郊基层党组织成为推进新型城镇化建设的战斗堡垒。

With the rapid promotion of new-type urbanization,a series of adjustment and changes have happened in the grass-roots society,and suburban basic-level Party organizations are also facing a series of challenges,including symptoms of maladjustment in self-construction,educating,managing and serving Party members,consultative democracy,serving the masses and playing a pioneering and exemplary role,and developing the collective economy and leading the people to common prosperity and etc,.In order to meet the requirements of new-type urbanization development and to strengthen the construction work of the suburban basic-level Party organizations,we should focus on strengthening the leadership of the Party organization,improving the quality and ability of Party members,standardizing the system of supervision and management,enhancing the collective economic strength,improving the lives of residents.By those measures,it is expected to make the suburban basic-level Party organizations become battle forts to promote new-type urbanization construction eventually.
