1999年初利比亚交出 2名制造洛克比事件的嫌疑犯后 ,联合国暂停对利的经济制裁 ,美国却坚持单方面实行对利的制裁 ,布什上台后仍把利列入支持恐怖主义的国家之列 ,将《达马托法》再延长 5年。美国出于国家安全战略和实际利益的需要 ,欲逼迫利彻底放弃支持国际恐怖主义。尽管如此 ,美利改善关系还是存在着一些积极因素 :利在多方面做出了改善关系的姿态 ;美国朝野一些人士主张执行“变制裁战略为接触战略”的现实政策。目前 ,改善双边关系主要取决于美国。
After Libya surrendered two suspects of the Lokbi Aircrash in the early 1999, The United Nations suspended economic sanction on Libya, while America insisted unilateral sanction on Libya. When Bush came into power, he listed Libya as one of the countries supporting terrorism. America's tough policies proceeds from national security strategy and the needs of practical interests, and intends to impel Libya to give up supporting international terrorism. However, positive factors to ameliorate bilateral relations still exist. Libya takes a stance to improve relations in many respects. Some members of the American government and the public suggest carrying out the practical policies of changing 'Strategy of Sanctions' to 'Strategy of Contact'. At present, the improvement of bilateral relations mainly depends on the American side. After the Sept. 11, America's international anti-terrorism strategy has an effect on changes of America's tough policies toward Libya.
