国家科技改革政策导向对学科评估指标体系的影响分析 被引量:3

摘要 在国家科技体制改革的背景下,本文研究了学科评估指标体系设计的政策依据和导向变化,分析了当前科技改革政策对新一轮评估指标体系设计的影响,并对未来学科评估进行了延伸思考。研究表明,学科评估指标体系设计同国家教育发展和科技改革的政策变化息息相关、密不可分,未来将更看重人才的实际贡献和成长性,进一步杜绝“帽子”称号的异化使用;将更加强调学生的培养质量和综合素质,人才培养进一步成为重点核心指标;将更加突出国家重大需求导向,进一步提倡关键核心领域的原始自主创新;将更加聚焦经济社会发展需求,进一步强化诚信体系建设;文化传承创新和国际合作交流类指标将增加,进一步关注学科建设的软实力。同时,评估周期或需相对固定或延长;评估结果的应用或需进一步加强;量化评估与定性评估的关系或需进一步优化。 Under the background of the national science and technology system reform,this paper studies the policy basis and guidance changes of the subject evaluation indicator system design,analyzes the influence of the current science and technology reform policy on the design of the new round of evaluation indicator system,and further extends the future subject evaluation.The research shows that the design of the subject evaluation index system is closely related to and inseparable from the policy changes of the national education development and science and technology reform.In the future,the actual contribution and growth of talents will be valued more,and the alienation of the title of“hat”will be further eliminated.More emphasis will be placed on the quality of students training and comprehensive quality,and talent training will further become a key core indicator;It will give more prominence to the country s major needs and further promote original and independent innovation in key core areas;It will focus more on the needs of economic and social development and further strengthen the construction of the integrity system;Cultural inheritance and innovation and international cooperation and exchange indicators will increase,and further attention will be paid to the soft power of discipline construction.At the same time,the assessment cycle may need to be relatively fixed or extended;The application of assessment findings may need to be further strengthened;The relationship between quantitative assessment and qualitative assessment may need to be further optimized.
