技术创新与经济增长质量——基于省际面板数据的实证分析

Technological Innovation and Quality of Chinese Economic Growth:An Empirical Analysis Based on Provincial Panel Data

本文基于2000—2014年省际面板数据,实证考察了技术创新的经济增长质量效应。结果显示:总体上,技术创新显著提升了中国综合经济增长质量。分项来看,一方面技术创新有助于显著增加经济增长效率,优化产业结构,提升绿色发展水平,改善社会福利;另一方面,技术创新加剧了收入分配不平等,扩大了贫富悬殊。本文认为在促进中国经济增长高质量发展的过程中,技术创新可起到重要的引领作用。政府决策者应积极营造鼓励技术创新的政策环境,建立良好的基础性科学研究体系和教育体系,突破核心技术瓶颈,持续推动高水平技术创新,进而带动经济高质量增长。与此同时,政府决策者应及时对就业市场预警,完善相关社会保障配套政策,协助相关行业从业人员转型和再就业,降低技术创新对收入分配失衡产生的负面影响。

Based on provincial panel data from 2000 to 2014,this study surveys the effect of technological innovation on the quality of economic growth both theoretically and empirically.The research results show that:on the whole,technological innovation significantly enhances the quality of Chinese comprehensive economic growth.Specifically,on the one hand,technological innovation significantly promotes the efficiency of economic growth,the level of healthy development and social welfare,optimizing industrial structure;on the other hand,technological innovation weakens the fairness of income distribution and widens the wealth gap.This study argues that technological innovation plays an important leading role in the process of promoting high-quality Chinese economic growth.Government decision-makers should vigorously create a policy environment that encourages technological innovation,build a sound basic scientific research system and education system,break the bottleneck of core technologies,continue to advance high-level technological innovation and hence drive high-quality economic growth.In addition,government decision makers should give early warning to the job market in a timely manner,perfect related supporting social security policies,assist employees from related industries in transition and re-employment,and weaken the negative influence of technological innovation on the imbalanced allocation of income.
