摘要
聚焦区域创新优势,要求充分发挥区域优势创新资源,促进区域优势领域创新,强化区域创新集聚优势。本文认为应基于对区域创新能力的全面评估,调整区域创新政策内容重点;应着力解决组织薄弱、创新锁定、网络分割等特定的区域创新问题,兼顾边界条件约束,适应动态变化的区域技术和产业结构环境。
Focusing on regional innovation advantages means regional innovation policies should fully exploit advantaged regional innovation resources,stimulate innovations in domains of comparative advantage and reinforce regional agglomerate advantage.A regional innovation policy should tailor its contents to the innovation capacity of a region based on comprehensive evaluation of regional innovation capacity.Regional innovation policies should also concentrate on breaking specific regional innovation barriers such as organisational thinness,lock-in and fragmentation,as well as give consideration to the boundary constraints,adapting policy contents to the changeable regional technology and industrial structure environment.
