生态脆弱区精准脱贫的现实困境与政策选择

Realistic Predicament and Policy Choice of Precision Poverty Elimination in Ecologically Vulnerable Areas

资源和环境因素对生态脆弱区精准脱贫影响效应显著。以地处西北内陆生态脆弱区的甘肃省为例进行实证研究发现,气候因素、矿产资源禀赋、水资源概况、土地资源状况,以及生态环境状况等因素均对该区域消贫或致贫具有不同程度的影响效应。进一步从强化政策兜底、提高贫困家庭救助的时效性、精准识别因户施策、构建灾害防御补偿体系、加大农田建设、构建节水型农业种植体系等方面提出了生态脆弱区的具体脱贫政策建议,旨在为该区域如期脱贫提供可资借鉴的思路和参考。

Resources and environmental factors have significant effects on precise poverty alleviation in ecologically fragile areas.Taking Gansu Province,located in the northwest inland ecologically fragile areas,as an example,an empirical study shows that climate factors,mineral resources endowment,water resources,land resources and ecological environment conditions all contribute to poverty alleviation or poverty alleviation in this area.It has different effects.In order to provide references for poverty alleviation in ecologically fragile areas,this paper further puts forward specific poverty alleviation policy proposals from the following aspects:strengthening policy basics,improving the timeliness of poverty relief for poor families,accurately identifying household-specific policies,building disaster prevention and compensation system,increasing farmland construction,and building water-saving agricultural planting system as thought and reference for this area.
