清代察哈尔都统乌尔图纳逊生平及其政绩考略——以《清实录》相关记载为考察重点

Study of Wortenasen’s Life and Political Achievements of during the Position of Chahar Dutong in Qing Dynasty——Focusing on the Relevant Records of Qingshilu

乌尔图纳逊是清代优秀的蒙古族将领,出身官宦世家,为官履历丰富,不仅能够领兵参战,而且可以作为疆臣镇守一方,其中尤以三次担任察哈尔都统最为显要。乌尔图纳逊担任察哈尔都统期间政绩卓著,主要表现在裁撤人员机构、完善相关制度、扩大都统职掌、赈恤察地军民四个方面。乌尔图纳逊担任察哈尔都统期间取得的一系列政绩,是对前几任都统地方治理政策的继承和延续,他任职期间临时经办的部分事务在之后逐渐成为察哈尔都统职掌的一部分,所以乌尔图纳逊担任都统时的一些作为也为后世该职官制度的发展和完善奠定了基础。

Wortenasen is an outstanding Mongolian general in Qing Dynasty.He was gently borned and riched in official resume.He served as Chahar Dutong in three times.Wortenasen’s outstanding performance during the career was mainly manifested in the abolition of personnel institutions,the improvement of relevant systems,expansion of the management and succour the lives of soldiers and civilians.On one hand,political achievements made by Wortenasen during his tenure,which was to inherit and continue the local governance policies of the previous several regimes.On the other hand,the affairs of the temporary administration of the Chahar Dutong gradually became a part of the management system finally.Therefore,some of Wortenasen’s ac?tions as a generalist also paved the way for the development and improvement of the offical system.
