The Key and Practical Steps of Improving the Organizational Power of the Grass-roots CPC in Universities

党的十九大报告明确提出在当前高校基层党组织建设过程中,应以“提升组织力”为重点,突出政治功能。结合高校基层党组织当前的实际情况和工作特点,以“突出政治功能”为导向,对高校基层党组织提升组织力的关键环节和实践步骤进行了分析论述。高校基层党组织的组织力涵盖领导力、行动力、协调力、服务力、学习力五个关键环节的一种“合力”,提升组织力的具体实践应围绕“以领导力为核心,以行动力为基础,以协调力为保障,以服务力为特色,以学习力为源泉”五个方面逐渐展开。通过强化领导责任、狠抓行动落实、完善协调机制、提高服务水平、规范学习制度五个步骤,从根本上实现高校基层党组织升华为“组织有力”。

The report of the 19 th National Congress of the Communist Party of China made it clear that in the current process of building grass-roots CPC organizations in higher education institutions,we should focus on′enhancing organizational power′and′highlight political functions′.Combining with the current actual conditions and characteristics of grass-roots CPC organizations in universities,guided by′highlight political functions′,this paper analyzes and discusses the key links and practical steps of improving the organizational power of the grass-roots CPC organizations.The organizational power of grass-roots CPC organizations in universities should be a kind of′synergy′that covers 5 key links such as leadership,mobility,coordination,service and learning.The concrete practice of enhancing organizational power should be developed gradually around 5 aspects of′Leadership as the core,action as the basis,coordination as the guarantee,service as the characteristic and learning as the source′.Strengthening leadership responsibility,actively implementing,improving coordination mechanism,improving service and standardizing learning system are 5 steps to fundamentally change the grass-roots CPC organizations in universities to′a strong organization′.
