改革开放40年来农村经济的变化特征及启示——以深度贫困地区甘肃省定西市为例

The Characteristics and Enlightenment of Rural Economy in the Past 40 Years of Reform and Opening-up——Taking Dingxi City, Gansu Province, a Deep Poverty Area as an Example

1978年改革开放以来,农村经济的改革保障了农民的物质利益和民主权利、解放了农村生产力、充分尊重了农民的首创精神。甘肃省定西市的农村经济在改革大潮中取得了巨大成就,农业生产效益、农业生产条件以及农民生活水平发生了翻天覆地的变化,主要表现在:农业综合生产能力不断提高,效益凸显;农业生产条件明显改善,发展基础加强;农民收入持续增长,生活水平显著提升。农村经济的改革与发展经验启示主要有:坚持解放思想,与时俱进;坚持以市场为取向,政府与市场的良性互动;坚持深化体制机制改革,完善农村基本政策;坚持农业支持保护,加快农业现代化建设。

Since the reform and opening-up in 1978,the reform of the rural economy has guaranteed the material and democratic rights of the peasants,liberated the productivity of the countryside,and fully respected the pioneering spirit of the peasants.The rural economy in Dingxi City of Gansu province has made great achievements in the tide of reform.The agricultural production efficiency,agricultural production conditions,and peasant living conditions have undergone earth-shaking changes.The main performances are threefold:First,the comprehensive agricultural production capacity is continuously improved,and the benefits are highlighted.Second,agricultural production conditions have improved significantly and the development foundation has been strengthened.Third,farmers'income has continued to grow and their living standards have improved significantly.There are three experiences in the reform and development of the rural economy:First,persist in emancipating the mind and advancing with the times;second,adhere to the market-oriented,benign interaction between the government and the market;third,persist in deepening the reform of the system and improving the basic rural policies;The fourth is to adhere to agricultural support and accelerate the construction of agricultural modernization.
