储量管理职能改革发展取向辨析

Analysis on the Development Orientation of Reform of Mineral Reserves Management Functions

储量管理职能是指现行《矿产资源法》第十三条的规定。主要包括编制矿产地质勘查规范、评审矿产地质勘探报告,对评审通过的矿产储量进行登记统计等内容。通过对储委机构专设的45年和并入原国土资源部以来21年历史经验的总结,认为矿产储量评审及相关工作属于政府职能,应当建强建实评审机构,为自然资源统一管理把好矿产储量入库关,并对《矿产资源法》第十三条提出了具体修订建议。

Mineral resources reserves management functions refer to the provisions of Article 13 of the current Mineral Resources Law.It mainly includes the establishment of mineral geological exploration standards,evaluation of mineral geological exploration reports,registration and statistics of the mineral reserves approved by evaluation and so on.Based on the historical experiences of 45 years since establishment of the mineral reserves committee institution and 21 years since its incorporation into the Ministry of Land and Resources,the paper considers that the mineral reserves evaluation and related work belong to the functions of the government,and a strong evaluation institution should be established to ensure that the mineral reserves can be put into storage for the unified management of natural resources.Besides the paper puts forward suggestions on specific revisions of Article 13 of Mineral Resources Law.
