北疆棉区棉农棉花保险购买意愿分析

Analysis on Purchase Intention of Cotton Insurance for Cotton Farmers in Northern Xinjiang

在梳理北疆地区棉花种植和棉花保险发展概况的基础上,根据对各地区棉农的问卷调查,分析了影响棉农购买棉花保险的主要因素。结果表明,棉农的年龄、受教育水平、保单保障水平以及对棉花生产风险的认知、家庭农业劳动力人数等因素均对棉农购买棉花保险有显著影响。最后,从建立棉花生产风险评估机制,提高棉花保险补贴率和风险保障水平,建立和完善棉花保险专业人才体系,棉花保险与农业规模化、产业化、集约相结合,以及从法律法规层面推动棉花保险持续发展等方面,提出了提高北疆棉区棉农棉花保险购买意愿的建议。

Based on the overview of cotton planting and cotton insurance development in northern Xinjiang,according to the questionnaire survey of cotton farmers in various regions,the main factors affecting cotton farmers'purchase of cotton insurance were analyzed.The results showed that the age,education level,policy guarantee level,awareness of cotton production risk,and the number of family agricultural labor of cotton farmers all had significant effects on cotton farmers'purchase of cotton insurance.Finally,from establishing cotton production risk assessment mechanism,increasing the subsidy rate of cotton insurance and the protection level of risk,establishing and improving the cotton insurance professional talent system,combining cotton insurance and agricultural scale,industrialization,intensive,and promoting the sustainable development of cotton insurance from the legal and regulatory level,the proposal of raising the willingness to purchase cotton insurance for cotton farmers in northern Xinjiang cotton areas was put forward.
