京港合作四十年:成就、瓶颈与展望

Beijing-Hong Kong Cooperation in the Past Forty Years: Achievements, Bottlenecks and Prospects

改革开放四十多年以来,“政治中心”北京与“国际金融中心”香港已就贸易、投资及产业合作等方面进行了深入合作与优势互补。主要体现在三个方面:一是贸易投资水平不断提升;二是经贸合作平台日益成熟;三是产业合作更加深入丰富。回顾四十年合作历程,京港两地已形成全方位、多层次、宽领域的合作态势,但在发展过程中,仍存在制度差异大、“互联互通”难、地理优势弱等瓶颈。展望未来,《内地与香港关于建立更紧密经贸关系的安排》为京港合作创造了良好的制度环境,“一带一路”倡议为京港两地带来共同推进国际化的新机遇,不断拓展的新领域与新业态为京港合作增添了新活力,京港合作进入了新的历史发展阶段,具有较大的合作空间与发展潜力。

In the past four decades since China’s introduction of the reform and opening-up policy,Beijing,the political center of China,and Hong Kong,an international financial center,have furthered their deepening and complementary cooperation in such areas as trade,investment and industrial development.Their cooperation is marked with an increasing level of trade and investment,maturing platforms for economic and trade cooperation and deepening and diversified industrial cooperation.Reviewing the past four decades,Beijing-Hong Kong cooperation has become all-rounded,multi-faceted and wideranging,however is still hindered by their huge institutional difference,challenge of connectivity and disadvantageous geographical locations.Going forward,the Closer Economic Partnership Arrangement create a sound institutional environment for Beijing-Hong Kong cooperation,the Belt and Road Initiative will provide opportunities for Beijing and Hong Kong to jointly promote internationalization,and the ever-expanding areas and the ever-growing business forms will bring vitality into and push their cooperation to new stage.
