摘要
粤港澳大湾区五大机场自2001年提出加强合作后,历经18载仍处于“兄弟登山,各自努力”状态,同质化竞争、定位重叠、空域虚耗等问题悬而未决。文章基于供给侧结构性改革视角,分析粤港澳大湾区机场群协同发展的供给侧结构性困境,并从制度供给、市场供给、要素供给、创新供给四个方面提出政策建议,建立利益共享机制,实现大湾区机场群协同发展,构建国际一流湾区、世界级城市群。
The five major airports in Guangdong-Hong Kong-Macao Greater Bay Area have proposed strengthing cooperation since 2001.But 18 years have past,and they are still fighting their own,separate way to scale the peak,with chronic issues such as homogeneous competition,overlapped positioning and wasting of air space still pending.From the perspective of the supply-side structural reform,this paper analyzes the supply-side structural dilemma facing the coordinated development of the airport cluster in the Greater Bay Area,and makes policy recommendations in four aspects:institutional supply,market supply,factor supply and innovation supply.It also proposes a benefit sharing mechanism to achieve the coordinated development of the airport cluster and build the Guangdong-Hong Kong-Macao Greater Bay Area into a world-class bay area and urban agglomeration.
