“隐形四风”问题的表现形式及对策建议

习近平总书记在党的群众路线教育实践活动部署会议上指出,“四风”问题具有很强的变异性和传染性。具体表现为:巧立各种名目的费用和津贴伪装成职工福利,假借各种名目变相吃喝、旅游和敛财,办公室面积超标的整改“走过场”的形式。产生变异和传染是因为官僚主义孕育出变异的形式主义,享乐主义侵蚀崇高理想信念,权利监督机制缺失成为“隐形四风”问题滋生土壤。建议采用建立完善党风廉政建设的责任制,增强社会主义理想和信念的学习教育,对突出的“隐形四风”问题进行专项整治的策略破除“隐形四风”的问题。

General Secretary Xi Jinping pointed out at the meeting for the deployment of the Party's mass line education practice that the"four styles"issue is highly invisible and infectious.The specific forms are as follows:the expenses and allowances of various names are disguised as employee benefits,and the various types of matters are disguised to eat,drink,travel and collect wealth,and the rectification of over-standardized office areas is a mere formality.Variation and contagion arise because bureaucracy breeds mutated formalism,hedonism erodes lofty ideals and beliefs,and the lack of right and power supervision mechanism becomes the breeding ground for the problem of"invisible four styles".It is suggested to adopt a responsibility system for establishing and perfecting the Party's work style and a clean government,to enhance the study and education of socialist ideals and beliefs,and to carry out special rectification on prominent problems about the"invisible four styles",so as to eliminate the"invisible four styles"issue.
