深度贫困地区扶贫资金管理的困境及对策——以临县为例

Difficulties and Countermeasures of Poverty Alleviation Fund Management in Deep Poverty-stricken Areas——Take Linxian County as an Example

深度贫困地区是打赢脱贫攻坚战的“硬骨头”,分析其扶贫资金计划使用的主要特征以及管理中存在的问题,显得十分重要。通过实地走访调研,发现深度贫困地区在扶贫资金计划方面呈现来源广泛、层级分明、类型多样、专款专用、脱贫摘帽、重点投入、顺序推进、统筹整合等特征,但是在使用管理中也出现了资金闲置、资金使用评估缺乏、资金管理推进缓慢且不规范、乡镇审计监督力量缺乏等问题。为此,提出了以下对策建议:一是深入实际,因地制宜,寻求贫困地区资金使用的新路径;二是责任到人,推进考核,力求资金使用管理落到实处;三是拓宽市场,发展特色产业,吸引资金管理人才驻村指导,以期为脱贫攻坚提供新思路。

Deep poverty-stricken areas are the hard bone to win the battle against poverty.It is particularly neces?sary to analyze the main characteristics of their poverty alleviation fund plan and the problems in its management.Through field visits and investigations,it is found that poverty alleviation funds in deep poverty-stricken areas are characterized by wide sources,distinct levels,diverse types,special funds,poverty alleviation and capping,key in?puts,sequential advancement,and overall integration.However,in the use and management of funds,there are also idle funds,lack of funds use evaluation,and fund management.In order to solve the problems of slow and non-stan?dardized promotion and lack of audit supervision power in villages and towns,the following paths are put forward:first,deepening the reality,adapting measures to local conditions,seeking a new way to use funds in poverty-strick?en areas;secondly,taking responsibility for people,promoting assessment,and striving for the implementation of fund use management;thirdly,broadening the market and glorifying large-scale production.In order to provide new ideas for poverty alleviation and fortification,we should attract fund managers to guide them in villages.
