摘要
公路建设项目不可避免地穿越和影响生态敏感区,生态敏感区作为生态红线的重要组成部分,其保护要求越来越高,由于生态敏感区相关研究基础比较薄弱,有关的保护技术方法与管理制度还不成熟,配套保障制度不完善等原因,导致近年来涉及生态敏感区公路面临严重的环保制约。开展涉及生态敏感区公路环境影响后评价研究,建立公路环境影响后评价制度、技术方法体系,完善保障制度体系,是当前公路全过程环境管理中十分重要且紧迫的任务。通过系统分析涉及生态敏感区公路建设环境影响后评价工作存在的主要问题,提出针对性的对策建议,以期为加强重要生态敏感区公路环境影响后评价工作建设提供参考。
Highway construction projects inevitably cross and affect ecologically sensitive areas.Ecologically sensitive areas are an important part of the ecological red line,which need highly intensive protection requirements.Roads involving ecologically sensitive areas are facing serious environmental constraints,due to the weak research foundation and the immature protection technology methods and management systems.Carry out researches on post-evaluation and highway environmental impacts in ecologically sensitive areas,establish post-evaluation systems and technical method systems,improve the safeguard system are important and urgent task in the current environmental management.This study systematically analyzes the main problems in the post-evaluation work of highway construction environmental impact in ecologically sensitive areas,and proposes targeted countermeasures,so as to provide reference for strengthening the post-evaluation work of road environmental impact in important ecologically sensitive areas.
