摘要
中国大运河不仅是世界文化遗产,也是当今沿运城乡均衡发展的价值带。关于遗存的保护、开发、利用,在“画地为牢”的潜意识下,大小“文化孤岛”现象多有显现。以大运河文化为思想主轴,将运河沿线的城镇和乡村作为一个系统,以一幅蓝图,各行业协同发力,共建共享;以文化教育引领,促进城乡均衡发展,京津冀先导先行。就教育而言,探求未来之路,迎接数字化转型时代,在教育信息化2.0阶段,创新教育模式,创建虚实结合的“运河文化开放大学”,实现线上线下学习、体验、研发与社会服务结合,连接赋能“产学研商文创景游”八大领域;汇聚政府、院校、企业、第三方社会组织等优质资源,通过“五项措施”,开展教育教学“三大建设”,建立具有运河特色的学科体系、实践基地、多媒体资源库和研学旅行营地;通过政府购买有关推动城乡均衡发展的大运河文化教育活动的服务,促进“大运河文化教育带”所连接的城乡均衡发展;通过“互联网+文化”全面覆盖运河城乡,使所有城市鲜花朵朵,更有乡村郁郁葱葱。
The Grand Canal in China is not only a world cultural heritage,but also a value belt for the balanced development of towns and villages along the canal.Under the sub-consciousness of“drawing boundaries and creating separate spaces”,the perseverance,exploit and use of the heritage show“cultural enclaves”of different sizes.Taking the Grand Canal culture as the mainline,we should take all towns and villages alongside as a system,and collaborate with all sectors to co-build and share with each other under one blueprint.Guided by culture and education and Jing-jin-ji collaboration,we should facilitate the balanced development between towns and villages.In terms of education,we should explore future path and pave the way for digital transformation era.On the stage of educational digitalization 2.0,we should innovate educational mode and build“the Open University of Canal Culture”both substantially and virtually,build the integration among online and offline learning,experience,development and social service,and link the 8 areas of“travel of cultural and creative industry in production,academy,research and business”.We should gather high quality resource of government,institutes,enterprises and third-party social organizations,etc.and take“three measures”on learning through“five initiatives”,build disciplinary system,practical bases,multi-media resource library and research and teaching camp with canal characteristics.With the help of the services purchased by the government of the Grand Canal cultural and educational activities on promoting the balanced development of towns and villages,we facilitate the balanced development of towns and villages linked by“the Grand Canal cultural and educational belt”.Instead of outshining others,we make full blooms on every town and village.
