民国时期滇越铁路警察对来华外国人管理述论

On the Management of Foreigners by Yunnan-Vietnam Railway Police in the Period of the Republic of China

民国时期,乘滇越火车来华之外国人络绎不绝。来华之外国人目的各异,但皆对中国西南边疆安全造成了极大的威胁。滇越路警为维护铁道安宁最重要之力量,云南政府多次饬令沿线路警振作精神严密防范并查缉入境外人,然而各种不利于中国主权事件仍然屡次发生。在强大的外敌与严峻的形势下,滇越路警虽有保护铁道安全之权,但并未能彻底完成动荡的时代赋予其严峻的任务。

During the Republic of China,there was a steady stream of foreigners coming to China by Yunnan-Vietnam train.Foreigners come to China for different purposes,but they all pose a great threat to the security of the southwest frontier of China.As the most important force to maintain the railway peace,Yunnan government has repeatedly ordered the road police along the route to strictly guard against and check the foreigners,but various incidents against china’s sovereignty still occur repeatedly.Under the specific situation,although the Yunnan and Vietnam road police have the right to protect the railway safety,they have not completely completed the severe tasks entrusted to them.
