三社联动视阈下农村留守儿童问题的应对路径探究——基于保山市社会工作“三区计划”项目的实践

The Ways to Deal with the Problems of Left-behind Children in Rural Areas——A Case Study of the Social Services in Baoshan

“三社联动”作为我国本土推动基层社区治理的创新经验日益受到重视,社区、社会组织、社会工作成为联动的三个方面,三社联动理念对于探索解决留守儿童问题有重要的借鉴意义;在明晰三社联动的行动主体、联动的目标和如何联动之后,总结出“三方入场,初步认识”、“工作嵌入,相互熟悉”、“无声浸润,彼此影响”、“走向融合、主动参与”的实践路径。最后基于实践经验,为更好的实现留守儿童服务,提出弥补三方行动主体短板、充分动员群众、大力发展农村社会工作的建议。

As the innovative experience of promoting grass-roots community governance in China,“three social linkage”has been paid more and more attention,in which community,social organization and social work have become the three aspects of linkage.The concept of linkage between the three parties is of great significance for exploring and solving the problem of left-behind children.After defining the action subject of the linkage of the three societies,the goal of the linkage and how to link it,this paper sums up some practical solutions.Finally,based on practical experience,in order to better achieve the service of left-behind children,this paper puts forward some suggestions to make up for the shortcomings of the tripartite action main body,fully mobilize the masses and vigorously develop rural social services.
