从芦苞水闸的历史变迁浅析治水思路的转变

A Preliminarily Study on the Development of Flood Management: From the Perspective of the History of Lubao Sluice

通过介绍芦苞水闸从修建到重建、改建的历史变迁,从经济社会可持续发展的角度,结合当前防洪工作中存在的问题,论述新时期治水思路的转变:从传统的工程水利向生态水利、环境水利转变;从抗拒洪水、防止洪水对人的侵害向人水和谐相处转变;从控制洪水向洪水管理转变。

On the basis of the introduction of the history of Lubao Sluice(from its construction to its repair and reconstruction),problems in flood prevention work are discussed in this paper.In view of sustainable development,it is suggested that some conceptual changes should be taken into consideration:(1)from traditional engineering water conservancy to ecological and environmental water conservancy;(2)from confrontation to harmonious coexistence of human and water;(3)from flood control to flood management.
