西安市城市轨道交通PPP模式研究

Research on PPP Mode of Urban Rail Transit in Xi’an

城市轨道交通建设存在诸多困难,如资金不足、融资困难、效率低下等。采用PPP模式可以有效解决这些问题。给出PPP项目的定义,建立城市轨道交通PPP指标和评价方法以及轨道交通土地开发强度模型。结合西安市现状,提出了改善西安市轨道交通PPP项目选择的建议,为PPP项目在城市轨道交通领域的应用提供有益的参考。

There are many difficulties in the construction of urban rail transit,such as lack of funds,financing difficulties,low efficiency and so on.These problems can be solved effectively by the adoption of PPP model.After giving the definition,mode and mode selection method of PPP project,city rail transit PPP index and method of evaluation and rail transit station land development intensity model were established.Combined with the current situation of Xi'an,suggestions for improvement on the selection of Xi'an rail transit PPP project were put forward,so as to provide a useful reference for the application of PPP project in the city rail transit area.
