藏东南特色乡村生态旅游规划研究——以结巴村为例

Study on eco-tourism planning of characteristic villages in southeast Tibet——Planning of Jieba Village as an example

以发展生态旅游为切入点,依托规划地区位优势,充分挖掘旅游资源,锁定现实市场与潜在市场目标客群,通过科学合理规划与布局,做到人与自然共同发展,改善藏东南农牧民居住环境、提高当地农牧民的经济收入和生活质量,发展休闲农业、藏东南特色文化产业、特色林下资源加工产业和综合服务业为补充,构建藏东南特色乡村—结巴村未来以生态旅游发展为核心的服务区。文章通过实地调查法、文献研究法和理论研究法,对西藏东南-工布江达县境内的一个贫困村进行研究,村内滞后的基础设施与独特的资源现状作为规划的背景,对于结巴村现有的优良的生态资源进行整合,结合当地特色民俗设计适合当地发展的乡村旅游规划。同时,提出了新的发展策略:一是逐步挖掘地方民族特色,促进第一、三产业的融合发展;二是在突出藏东南的自然景观的同时,还要深度挖掘和创造人文景观;三是依托精准扶贫战略,突出特色项目重点发展,并不断完善旅游服务设施。

The scientific and rational planning and distribution of constructing the service area of the eco-tour?ism development in the future by taking the development of eco-tourism as the starting point,relying on the ad?vantages of planning regional location,fully exploiting tourism resources,targeting customer group of the real market and potential market can achieve the common development of people and nature,improve the living envi?ronment and the economic income and quality of life of local farmers and herdsmen,develop the leisure agricul?ture,characteristic cultural industries supplementing with special resource processing industries and comprehen?sive service industries in southeastern Tibet.A poor village-Jieba Village in Gongbu Jiangda County in the Southeastern Tibet as the study object,the integration of the existing excellent ecological resources was conduct?ed combining with the local customs and the local development of rural tourism planning was designed based on the background of lagging infrastructure and unique resources in the village by the methods of field survey,litera?ture and theory researches.Meanwhile,the new development strategies were proposed that the local national dis?tinguished feature can be exploited gradually to promote integrating development of primary and tertiary indus?tries,the human landscape can be deeply exploited and created to highlight the natural landscape in the south?eastern Tibet,and the development of featured projects should be focused and highlighted relying on the policy of targeted measures in poverty alleviation and the tourism service facilities should be improved constantly.
