摘要
对电力调度员的操作执行能力进行全面评价是保障电网安全运行的重要手段。结合电网调度工作的实际情况,综合考虑调度员操作过程中身心状态、工作能力、工作环境以及调度令类型等因素的影响,构建了调度员操作执行能力的影响因素集,并提出一种调度员操作执行能力评估模型。所提模型通过层次分析法AHP(an alytic hierarchy process)分析各影响因素的权重,制定操作执行能力水平评语集,并采用模糊合成得出调度员的操作执行能力评估结果。该模型可作为调度操作风险与管理过程的辅助分析工具。通过实例分析,验证了所提模型的可行性及有效性。
The overall evaluation on the operation execution capability of a power dispatcher is an important means to ensure the safe operation of power grid.Based on the actual situation of power grid dispatching,the influences of factors(e.g.,physical and mental states,working capability,working environment,and types of dispatching order)are com?prehensively considered.Then,an influencing factor set of the operation execution capability is established,and the corresponding evaluation model is proposed.In this model,the weight of each factor is analyzed by the analytic hierar?chy process(AHP),and a comment set is formulated.The evaluation result of the dispatcher’s operation execution ca?pability is obtained using the fuzzy synthetic method.This model can be used as an auxiliary analysis tool for the dis?patching operation risk and management process.The feasibility and effectiveness of the proposed model are verified through a practical example.
