Open is not only the fundamental requirement of the development of modern archives,but also the internal requirements of digital archives resources management,which is the inevitable way to achieve the value of digital archives resources.In light of the open principle of archives utilization,based on the comprehensive combing of theoretical research and policy implementation of open archives utilization,the paper preliminarily reveals the necessity of open management of digital archives resources,and discusses the path of open management of digital archives resources from the perspective of resources integration,information technology,laws and regulations and social media.
