摘要
从矛盾的视角探讨机构改革后档案工作体制机制的创新变化,具有现实意义。档案馆在机构改革中具有特殊性,虽然局馆分开利大于弊,但是职业发展空间受到遏制,内部矛盾成为发展的绊脚石。然而,矛盾促进事物发展,机构改革会催生一系列变化。因此,我们要坚持矛盾分析法。本文指出了主、次矛盾,并具体分析了作为次要矛盾出现的档案事业发展。分别从主、次两个方面进行分析,阐述了建立技术、服务、研究三个团队的观点,并提出加强领导班子建设以及妥善处理馆内人员福利待遇的办法。
From the perspective of contradiction,this paper explores the innovative changes of archival work system and mechanism after institutional reform,which is of realistic significance.Archives have their particularities in institutional reform.Although the advantages outweigh the disadvantages in the separation of bureau and archives,the space for career development has been curbed,and internal contradictions become a stumbling block for development.However,contradiction promotes the development of things,and institutional reform will bring about a series of changes.Therefore,we should adhere to the contradictory analysis method.This paper points out the primary and secondary contradictions,and analyses the development of archives as a secondary contradiction.From the primary and secondary aspects respectively,this paper expounds the viewpoint of establishing three teams of technology,service and research.It also puts forward some measures to strengthen the construction of the leading group and properly handle the welfare benefits of the staff in the archives.
