法治视域下高校学籍档案开发利用规范化研究

Research on Standardized Development and Utilization of College Students’ Status Archives in the Context of Rule of Law

以高等学校学籍档案开发利用为中心,从档案法治视角出发,探讨开发利用过程中的法律风险及防范对策。通过明晰学籍档案与学生个人档案、人事档案学历部分之间的关系,规范开发利用的前置程序,规范开发利用的形制等措施,可在现有法律框架下实现高校学籍档案开发利用的规范化操作,优化档案服务水平,提高档案利用效率。

Focusing on the development and utilization of college students’status archives,the paper explores the legal risks and prevention measures in the process of development and utilization from the perspective of the rule of law in archives.Measures such as clarifying the relationship between the students’status archives and students’personal archives and education part of personnel archives,standardizing the pre-program of development and utilization and standardizing forms and regulations of development and utilization can realize the standardized operation of the development and utilization of college students’status archives under the existing legal framework,optimize the level of archives service and improve the efficiency of archives utilization.
