摘要 为解决炼化企业检维修作业重大风险多、安全管理难度大、事故频发的现状,固化优秀的安全管理模式和经验做法,梳理形成标准化程序,针对作业现场人员、设备和作业活动关键风险进行节点控制,设计开发教育培训、设备入厂、现场检查、视频监察、考核评估、地理信息展示等多个功能模块,并集成了移动手持终端、便携式视频监控终端等硬件设备,形成了软硬件结合的一体化平台。通过现场试点应用表明,该平台有效提升了现场施工作业监管的全面性、针对性、实时性和有效性。 The existence of multiple major risks,difficulty in safety management and frequent accidents in the inspection and maintenance of refinery and chemical enterprises has been a problem recently.To solidify successful safety management mode and experience,and to standardize procedures,node control was carried out for key risks in personnel,equipment and operation activities on site.Functional modules including education,training and equipment,equipment entry,on-site inspection,video surveillance,assessment and geographic information display,was developed and integrated with hardware devices such as mobile handheld terminals and portable video surveillance terminals,forming an integrated platform of hardware and software.The field pilot application showed that the platform effectively improved the comprehensiveness,pertinence,real-time and effectiveness of site construction supervision.
