社会治理理念下政府回应机制之完善——以问责型问政为视角

Perfection of Government Response Mechanism Under the Idea of Social Governance: From the Perspective of Accountability-type Governance

社会治理理念的确立为政府回应提出了构建共治共享格局的要求,而问政作为政府回应的重要形式则是构建这一格局的必要途径。在问责型问政中,网络问政实践中存在政府回应形式化与公众参与非理性的弊端,而电视问政则存在受制于公权、流程形式化、角色错位化、追责随意化的风险。针对问责型问政所面临的问题,必须通过实现政府回应理念之转变、优化政府回应组织结构、改革政府回应机制具体运行方式以及完善关联性制度设计等措施,进而对政府回应机制予以完善。

The establishment of the idea of social governance puts forward the requirement of building a co-governing and sharing pattern for the government response,and as an important form of government response,the governance is the necessary pathway for constructing this pattern.In the accountability-type governance,there are drawbacks of formalization of government response and irrationality of public participation in the practice of online governance,while there exist the risks of the control of public rights,process formalization,role dislocation and accountability randomization in the TV governance.In response to the problems faced by the accountability-type governance,it is necessary to perfect the government response mechanism by realizing the transformation of government response idea,optimizing the organization structure of government response,reforming the specific operation mode of government response mechanism,and improving the design of related system.
