美国“百佳医院”评价过程与方法概述及对我国的启示

Overview of the evaluation process and methods of The Truven Health 100 Top Hospitals and its enlightenment to China

美国“百佳医院”评价是美国四大医疗服务评价体系之一,致力于评价医院整体绩效。“百佳医院”评价利用公开数据源,根据统一标准,对医院进行筛选和分组,采用平衡计分卡,根据权重结合风险调整计算分值,进而评价医院绩效。目前国内医疗质量评价体系存在评价数据源质量较差、评价主体单一、评价方法有待完善等问题,建议建立医疗质量评价行业组织,强化医院病案首页数据管理,提高数据质量和利用度,加强医疗质量评价方法的研究与应用。

Truven Health 100 Top Hospitals is one of the four major medical service evaluation systems,which evaluates the overall performance of the hospital.It uses open data sources,selects and classifies hospitals into comparison groups based on unified standards.To determine the 100 Top Hospitals award winners,it uses balanced scorecard to rank hospitals’balanced performance with risk-and severity-adjusted models.Medical quality evaluation system has problems such as poor quality of data sources,single evaluation subject,and unscientific evaluation methods in China.It is recommended to establish medical evaluation industry organization,improve data management of hospital medical records and data quality and utilization,and strengthen the research and application of comprehensive evaluation.
