中国海关与邻国开展核安全联合演练的实践经验

Practical Experience of Joint Drill on Nuclear Safety Between China Customs and Neighboring Countries

海关是国家安全的第一道防线,在维护国家安全方面起着十分重要的作用。近年来,中国海关高度重视核安全问题,不断加强与周边国家开展边境口岸核安全方面的国际合作,邀请合作国参加边境口岸核安全联合演练,派工作人员参加合作国举办的研讨会、培训班等活动。中国海关与某国海关建立了长期合作机制,每年举行两国海关防范核及其他放射性物质非法贩运联合工作组年度会议,并且每年轮流组织核安全联合演练,邀请对方参与。中国海关在边境口岸核安全联合演练方面积累了丰富的经验,本文介绍了两国开展核安全双边合作的目的和意义,阐述了核安全联合演练的准备和实施工作,重点是制订和实施核安全联合演练的具体要求,介绍边境口岸核安全联合演练的实践经验。

As the first defend line of the country,customs play a very important role to the security of the coun try.China Customs attaches great importance to nuclear safety.In recent years,China Customs has continuous ly strengthened international cooperation on border port nuclear safety with other neighboring countries.China Customs has invited cooperative countries to participate in border ports nuclear safety joint drill and has sent personnel to participate seminars and training courses held in cooperative countries.China Customs and a par ticular country's customs administration have established a long-term cooperation mechanism.Each year,Chi na Customs and a certain country customs holding annual meetings of the customs joint working group on radia tion emergency,and also organized joint drill about nuclear safety every year.China Customs has accumulated rich experience in nuclear safety joint drill at border ports.This paper introduces the purpose and significance of bilateral cooperation on nuclear security between the two countries,and expounds the preparation and imple mentation of joint exercises on nuclear security.The focus is to formulate and implement specific requirements for joint nuclear security exercises and practical experience of joint nuclear security exercises at border ports.
