摘要
文章简要回顾了江苏省科研项目管理体制改革的历史进程,分析了目前江苏省科研项目管理及投入评价机制存在的不足和薄弱环节,主要体现在科研项目经费管理束缚科研人员创新积极性,合同管理制度限制科研人员的科研自主权,科技投入绩效评价不符合科技创新内在规律等方面。文章针对以上问题,提出了相应的对策建议:一是改革经费使用和管理机制。二是健全契约目标、合同管理机制。三是完善科技投入绩效评价机制,旨在破除科技人员、企业家、创业者创新的体制机制障碍,激发科研人员的积极性和创造性。
This paper reviews the historical process of the reform of the management system of scientific research projects in Jiangsu Province,and analyses the shortcomings and weaknesses of the current management and evaluation mechanism of scientific research projects in Jiangsu Province,which are reflected in the lack of scientific research project funds management restricting the innovation enthusiasm of scientific research personnel,the lack of scientific research autonomy limited by contract management system,and the fact that the performance evaluation of scientific and technological investment does not conform to the inherent law of scientific and technological innovation.In view of the above problems,this paper puts forward some corresponding countermeasures and suggestions Firstly,reform the mechanism of funds use and management.Second,improve the contract objectives and contract management mechanism.Thirdly,improve the performance evaluation mechanism of scientific and technological input,the aim of which is to break down the obstacles of system and mechanism of innovation of scientific and technological personnel,entrepreneurs,and to stimulate the enthusiasm and creativity of scientific researchers.
