天津市某医院院级科研课题管理问题探讨

Discussion on management of scientific research projects at hospital-level in a hospital in Tianjin

天津某医院于2001年设立院级科研课题,旨在为医务工作者搭建一个科研工作的启动平台。在院级课题的资助下,医院的科研实力明显提升,与此同时也面临了新的问题。“十二五”期间,医院瞄准发展方向,为满足不断增加的科研需求,在充分调研的基础上,优化了院级课题的管理制度,通过丰富类别、增加投入、增设条件、增强监管、统一指标等方式,使院级课题在新的制度体系下,为推进医院科研发展、打造青年人才梯队发挥了更加重要的作用。文章通过分析院级课题的资助情况,并与国家自然科学基金青年项目的中标数量进行比对,从管理角度总结经验与不足,为进一步做好院级课题的管理工作提供参考。

In 2001,a hospital in Tianjin set up a hospital-level scientific research project,which aims to set up a platform for the medical workers to start scientific research.With the aid of hospital-level project,the scientific research strength of the hospital has improved obviously,but at the same time it is facing some new problems.During the 12th Five-Year Plan period,the hospital aimed at the direction of development.In order to meet the increasing demand for scientific research,they optimized the management system of hospital-level topics on the basis of full research.At the same time,through the ways of enriching categories,increasing investment,adding conditions,strengthening supervision and unifying indicators,the hospital-level subject has played a more important role in promoting the development of hospital scientific research and creating a echelon of young talents under the new system.By analyzing the funding situation of college-level projects and comparing with the number of successful tenders of the youth projects of the National Natural Science Foundation of China,this paper summarizes the experience and shortcomings from the management point of view,and provides a reference for further improving the management of college-level projects.
