摘要
《城镇污水处理厂污染物排放标准》和《地表水环境质量标准》是分属两个不同体系的标准,虽然两者的控制项产生了不小的交集,但标准制订的出发点和考虑的着眼点不同,决定了两个标准并不存在接轨可能。通过比较研究,文章对两个标准中个别控制项目及限制浓度进行了探讨,分析了两个标准的发展趋势,提出应加强有机污染物和新兴污染物的控制、重视地方标准的制(修)订等一系列建议。
Two standards named Standards for Pollutants Discharge from Municipal WWTPs and Standards for Environmental Quality of Surface Water belong to two different standard systems.Despite there is an intersection which is not so small generated from the items of these two standards,the two standards still differ a lot due to their different starting point and focus when formulating.And thus,there is little possibility for the two standards to integrate.Through comparation,the paper probes into a series of items of these two standards,discussing some limiting concentration.Furthermore,development trends of the two standards are analyzed.A series of suggestions are given,such as enhancing the control of organic pollutants and emerging contaminants,paying much attention to the formulating and revising of the local standards,and so on.
