聊城市小型农田水利设施管护发展思路探析

Analysis on the management and protection development ideas of small irrigation and water conservancy facilities in Liaocheng

小型农田水利设施若要长久发挥效益,关键在于管护。本文对聊城市小型农田水利设施现状运行管护模式进行了调查,针对其中存在的体制机制不完善、工程管理不科学、维修资金无保障、管护意识欠缺等问题,从推进运行管护机制创新、优化工程设计和管理方式、落实工程维修经费、提高基层政府以及农民群众的管护意识等四个方面提出了相应的解决方案,可供类似管理工作借鉴。

The key for small irrigation and water conservancy facilities to exert long-term benefit lies in management and protection.Current operation management and protection mode of small irrigation and water conservancy facilities in Liaocheng are investigated in the paper.Corresponding solutions are proposed from four aspects of driving operation management and protection mechanism innovation,optimizing engineering design and management methods,carrying out the engineering maintenance funds,improving the managementand protection consciousness of grass-roots government and the peasantsaiming at the problems thereof such as imperfect system and mechanism,unscientific project management,no guarantee to maintenance fund,deficient management and protection consciousness,etc.,and the paper can provide reference for similar management work.
