集体性策略下农民组织化反贫困机制的构建

Construction of Anti-poverty Mechanism via the Organization of Farmers from the Collective Perspective

贫困是多维的、相对的,同时又是动态性发生的。反贫困参与者是多元的,反贫困模式、机制更是多样式的。随着全部脱贫、全面小康目标的实现,特别是随着我国社会主要矛盾的转化,农村反贫困也从消除绝对贫困的攻坚阶段转向解决相对贫困的常态化新阶段,从政府主导下的运动式规模化资源投入的依赖性扶贫模式转向农民主体性、互助式、可持续反贫困模式。从政策导向和方式选择来看,以组织化的方式对贫困群众赋权,建立有助于可持续反贫困的组织体系,让农民有组织依托,以集体性策略实现农民主体性脱贫是行之有效的反贫困机制。农民合作社是实现农村反贫困共建共享、主体性脱贫、可持续脱贫的有效载体。

Poverty,which is multidimensional and relative,takes place dynamically.Both the participants and the mode and mechanism of anti-poverty campaign are diversified.The participants of the anti-poverty are diversified,and the mode and system of the anti-poverty are various.With the poverty being gotten rid of,the goals of the all-round well-off society being achieved,and especially the social principal contradiction of China being changed,the rural anti-poverty has changed from the stage of the absolute poverty alleviation to the new normalized stage of the relative poverty alleviation,and from the campaign-style large-scale input of resources under the guidance of government to the farmers-oriented interdependent sustainable mode.In terms of policy direction and mode selection,the farmers-oriented anti-poverty mechanism guided by the collective strategy is effective through the way of giving the poor people the right via the organization,building the organization system which is helpful for the sustainable anti-poverty,enabling the farmers to have organizations to rely on.The rural cooperatives are the effective carrier for the rural anti-poverty to build the sharing,subjective and sustainable poverty alleviation.
