摘要
绩效考核是实现PPP项目物有所值目标的关键,PPP项目绩效考核的核心在于绩效考核主体。厘清各参与主体的职责定位,是有效推动PPP项目绩效考核的关键。PPP项目绩效考核的参与主体范围、适用范围不受限制。项目实施机构存在双重身份的角色冲突问题,实施机构的规则制定与规则监督的职能应当分离;社会资本方面临着绩效考核风险,应当匹配以合理的绩效考核内容,落实风险与收益平衡的基本原则;社会公众存在参与深度不够的问题,应当进一步疏通并稳定社会公众的参与路径;第三方专业咨询机构介入绩效考核的路径问题,应当以规范化的形式落实其参与机制,使其为项目的绩效考核提供专业化的建议。
Performance appraisal is the key to realize the value added goal of PPP project,and the core of performance appraisal of PPP project lies in the main body of the performance appraisal.This paper sorts out the responsibilities of all participants,which is the key to promoting the performance appraisal of PPP project.The scope of participants and application of PPP projects are not limited.The enforcement body of PPP project has two identities causing conflicts.Thus the formulating and monitoring of the enforcement body′s regulations should be separated.The social owners of capital,facing the risk of performance appraisal,should be equipped with reasonable contents of performance appraisal with the principle of striking balance between risks and profits.The degree of the public′s participation needs to be improved with smooth and stable path of participation.As for the way of intervention performance appraisal of the third-party advisory bodies,the participation mechanism should be normalized so that the third-party advisory bodies can provide professional suggestions for the performance appraisal of PPP project.
