江西省电子信息产业集群发展的对策建议

Countermeasures and Suggestions for the Development of Electronic Information Industry Cluster in Jiangxi Province

打造电子信息产业集群,对促进江西省电子信息产业发展具有极其重要的意义。近年来,电子信息产业逐渐成为促进江西经济发展的关键带动点,并成为京九(江西)产业带发展成长的支柱产业之一。在认真梳理产业现状的基础上,归纳出江西省电子信息产业集群存在集群企业处产业链“低端”、龙头企业骨干作用发挥“弱小”、集群企业关联度“不紧密”、政策层面支持“不系统”等问题。借鉴国内外典型电子信息产业集群发展经验,提出了江西电子信息产业集群培育的对策建议,即在承接产业转移中“扩容”、在构建产业链式中“聚拢”、在完善技术协作中“合力”、在探索协同机制中“抱团”、在出台扶持政策中“助力”、在强化引入培育中“揽才”。

Building an electronic and information industrial cluster plays a key role for promoting the development of the electronic information industry in Jiangxi Province.In recent years,the electronic information industry has gradually become a key driving point for promoting the economic development of Jiangxi,and is being one of the pillar industries for the development of the Jing-Jiu(Jiangxi)industrial belt.This paper reviewed the current state and summarized the existing problems of this field:cluster enterprises are at the low-end of the industrial chain,leading enterprises play a small role,cluster enterprises are not closely related,and policy support is not systematic.Based on the typical development experience of the electronic and information industrial clusters at home and abroad,this paper aims to propose suggestions on how to cultivate Jiangxi's electronic and information industrial cluster,including carrying on industry transfer scientifically,promoting industrial chain development,improving the technological innovation ecological environment,and exploring the system and mechanism for collaborative innovation within the enterprises in cluster,formulating special policies and exploring ways to cultivate talents.
