摘要 上海轨道交通是城市有序运行的重要部位和体现城市人文关怀的重要窗口。因此针对违反《上海市轨道交通管理条例》的行为现象的行政执法工作意义重大(例如:在轨道交通区域内擅自设摊、散发宣传品、非法兜售、乞讨等,简称为“四乱”)。该文针对轨道交通区域的性质特点,基于协同治理的综合模型,分析潜在的协同参与方,并研提协同政策优化方向。 The Shanghai Metro is an important part of the city's orderly operation and an important window that reflects the city's humanistic care.Therefore,it is of great significance to carry out administrative law enforcement against the behavior phenomenon of violating the“Shanghai Rail Transit Management Regulations”(such as setting up booths without authorization,distributing propaganda materials,illegal peddling,begging,etc.in the rail transit area which referred to as“four irregularities”).According to the nature and characteristics of rail transit area,the author analyzes potential collaborative participants based on the comprehensive model of collaborative governance,and proposes the direction of collaborative policy optimization.
