国土空间综合整治助推乡村振兴的路径思考

Thoughts on the Path of Promoting Rural Revitalization by Land Consolidation

乡村振兴是中国特色社会主义进入新时代的重大国家战略,各部门结合自身的职能积极支持乡村振兴战略的实施。自然资源部成立后,为落实自然资源管理的“两统一”职责,传统的土地整治转型发展为国土空间综合整治,以“山水林田湖草”系统治理为主要内容的国土空间综合整治成为直接影响农业、农村、农民的政策工具。本文通过辨析乡村振兴战略的科学内涵与时代背景,分析了乡村振兴战略实施可能面临的挑战与问题,总结了发达国家乡村振兴对我国的启示,在此基础上提出了乡村振兴战略实施中国土空间综合整治的着力点,为乡村振兴战略的实施提供理论参考。

Rural revitalization is a major national strategy while Socialism with Chinese characteristics entering a new era. All government departments actively support the implementation of that strategy with their own functions. After the establishment of Natural Resources Department, in order to fulfill the responsibility of this brand new department, the traditional land consolidation has been transformed into comprehensive improvement of land space. Comprehensive improvement of land space with the main content of "mountain, water, forest, farmland, lake and grass" system treatment has become a policy tool directly affecting agriculture, rural areas and farmers. This paper analyzed the scientific connotation and background of rural revitalization strategy, then identified the possible challenges and problems in implementing the strategy implementation. After that, this paper summarized the experience of rural revitalization in developed countries and its enlightenment to China. On this basis, we put forward the focus of comprehensive improvement in rural revitalization strategy, trying to provide a theoretical reference for the implementation of the rural revitalization strategy.
