摘要 为研究危险货物运输企业各基本安全管理要素对企业安全管理水平的影响程度,提高企业安全管理效率,本文根据危险货物运输企业安全管理现状的调查研究数据,依据系统动力学的基本原理和方法,建立危险货物运输企业安全管理水平及改进效率系统动力学模型,完成了对企业安全管理水平和改进效率的仿真模拟,既为企业提供了科学有效的决策方案,也为监管部门今后工作的方向提供了建议。结果表明,企业对合同管理、安全培训制度建设、管理机构建设等基本要素进行安全投入可以最高效的提高企业安全管理水平;而职业健康管理制度建设、信息化管理平台建设等行业内普遍管理水平较低且改进效率较低的管理要素需要监管部门采取针对性的策略,以提高企业积极性。 In order to study the effects of basic elements on the safety management level of dangerous goods transportation enterprises and improve the efficiency of enterprise safety management,according to the investigated and studied data from dangerous goods transportation enterprise safety management,as well as the basic principle and method of system dynamics,a system dynamics model for safety management level and improvement efficiency of dangerous goods transportation enterprises is established and the simulation of enterprise safety management level and improvement efficiency is completed,which not only provides scientific and effective decision-making scheme for the enterprise,but also provides suggestions for the supervision department’s future work direction.The results show that enterprise safety investment on basic elements such as contract management,safety training system construction and management organization construction can improve enterprise safety management level most effectively and while the construction of occupational health management system,the construction of information management platform and other management factors with low management level and low efficiency in the industry need the supervision department to adopt targeted strategies to improve the enthusiasm of enterprises.
