山东省农民工市民化公共成本测算研究

The Research on the Calculation of Public Cost of Peasant Workers Citizenization in Shandong Province

循序渐进推进农村剩余人口市民化是推进“以民为本”的新型城镇化不可避免的重要部分.把山东省作为研究范围,用分类加总法测算市民化过程中所需的公共成本,选取城镇就业岗位设置成本、基建投入成本、随迁子女教育成本、环保成本、社保成本、公共基本管理费用成本作为测算指标,得出山东省农民工市民化公共成本为20.47万元/人,以此数据为基础提出促进山东省农民工市民化的对策建议.

Promoting the citizenization of the rural surplus population step by step is an inevitable and important part of promoting the"people-oriented"new urbanization.This paper takes Shandong Province as the research scope,uses the classification and summation method to calculate the public cost required in the process of urbanization,selects the costs of setting urban jobs,infrastructure investment,children's education,environmental protection,social security and public basic management as the measurement indicators,and finally obtains the public cost of peasant migrant workers in Shandong Province is 204,700 yuan/person.Based on this data,this paper puts forward some countermeasures and suggestions that can further promote the urbanization of the migrant workers in Shandong Province.
