The Perfection of the Constitution of Academic Committee under the Background of “Double First-class” Construction

学术委员会章程是助推"双一流"建设的根本性制度。通过对我国大学学术委员会章程发展历程的梳理和湖南省10余所大学学术委员会章程的文本分析,发现大部分学术委员会章程存在委员构成缺乏广泛代表性、学术委员会决策功能不清晰、相关运作程序缺乏可操作性、学术事务处理机制缺乏独立性等问题。基于此,应从确保学术委员会委员具有代表性、明确界定学术委员会具体职能、完善学术委员会运行操作程序、明确学术事务处理的最大独立性等方面,完善学术委员会章程。

The constitution of the academic committee is the fundamental system to boost the construction of "double first-class".By sorting out the development of China's university academic committee constitution and through text analysis of more than 10 articles of association of the university academic committee in Hunan province,the researchers find that such problems arise as lack of broad representativeness of most academic committee members,unclear function of academic committee decision,lack of maneuverability,lack of independence for processing mechanism related to academic affairs.Therefore,the articles of the academic committee should be improved in terms of ensuring the broad representativeness of the academic committee members,clearly defining the specific functions of the academic committee,improving the operational procedures of the academic committee,and clarifying the maximum independence for handling academic affairs.
