Overview of Military-police-civilian Coordination in United Nations Peacekeeping Operations

联合国维和行动中的主要参与方包括军事人员、警察及民事人员三部分,三方各自扮演不同的角色,承担不同的任务。在多元化维和行动背景下,为提升行动效率,节省经费成本,形成整体合力,联合国已然建立了包括制度机构建设和行动实操两个层面的军警民协同机制。但也存在着任务授权重合、指挥体系不够坚强有力、合作意愿不够强烈、职业文化背景迥异等困难和挑战。

The main participants in UN peacekeeping operations include military,police and civilian personnel who play different roles and assume different tasks.In the context of multi-dimensional peacekeeping operations,in order to improve the efficiency of operations,save peacekeeping funds,and form an overall synergy,the United Nations has established a military-police-civilian coordination mechanism and approach on institution construction and operational practice.However,there are also difficulties and challenges,such as overlapping mandates,weak command system,insufficient willingness to cooperate,and different professional and cultural backgrounds.
