科技创新与产业升级互动关系研究——基于双向贡献率的测算

Research on the Interaction Between Science and Technology Innovation and Industrial Upgrading: Based on the Calculation of Bidirectional Contribution Rate

科技创新是推动产业升级的核心动力,产业升级也能拉动技术创新,二者之间相互作用、相互促进。由此,构建科技创新驱动产业升级的概念模型,并通过对传统C-D生产函数模型进行改进和扩展,建立产业升级函数模型和科技创新函数模型。运用1997—2017年全国数据,测算产业升级指数、科技创新指数、人口素质指数和社会需求指数,并进行相关参数估计。结果显示:1997—2017年间中国科技创新对产业升级的贡献率为40.3%,产业升级对科技创新的贡献率为25.9%,创新能力提高对产业升级的推动作用要大于产业升级对科技创新的拉动作用;从年度贡献率变动来看,二者的贡献率均呈波动起伏变化,但产业升级对科技创新贡献率整体呈上升趋势。

Scientific and technological innovation is the core driving force to promote industrial upgrading,industrial upgrading can also promote technological innovation,they interact and promote each other.Here a conceptual model of industry upgrading driven by science and technology innovation is built,and through improving and expanding the traditional C-D production function model,a function model of industry upgrading and a function model of science and technology innovation is established.Using the national data from 1997 to 2017,the industrial upgrading index,science and technology innovation index,population quality index and social demand index are calculated and the relevant parameters are estimated.The results show that,from 1997 to 2017,the contribution rate of science and technology innovation to industrial upgrading is 40.3%,and that of industry upgrading to scientific and technological innovation is 25.9%.The promotion effect of innovation capability improvement on industrial upgrading is greater than that of industrial upgrading on scientific and technological innovation.From the perspective of annual contribution rate changes,the contribution rates of both that are fluctuating,but the contribution rate of industrial upgrading to technological innovation is on the rise.
