居民健康档案的建立与管理极易触及到居民隐私权问题,为充分保护居民隐私权,在居民健康档案的建立与管理上应将隐私权保护贯穿其中,坚持人本原则,充分了解居民健康档案中关于隐私权保护的意义,明确居民健康档案中隐私权被侵犯的表现,从政府、保护意识、档案应用、制度建设、技术手段等五维度阐论居民健康档案中隐私权的有效保护,旨在保障居民合法权益,保障居民健康档案管理应用的实效性。

The establishment and management of residents’ health records can easily touch the privacy rights of residents. In order to fully protect the privacy rights of residents, privacy protection should be carried out throughout the establishment and management of residents’ health records, adhere to the principle of humanism and fully understand the residents. The meaning of privacy protection in health records, clarifying the performance of privacy violations in residents’ health records, and expounding the effective protection of privacy rights in residents’ health records from five dimensions: government, protection awareness, file application, system construction, and technical means. It aims to protect the legitimate rights and interests of residents and ensure the effectiveness of residents’ health file management applications.
