Analysis of Regulation on the Military Legislation

军事立法工作是推进依法治军的基础性工作,中央军事委员会颁行的《军事立法工作条例》积极回应了改革强军目标下,规范军事立法活动,提升军事法制质量,完善军事法治建设等现实需求。《条例》在立法权限配置、立法程序完善、强化立法监督以及立法解释适用等方面呈现出诸多亮点,成为我国军事立法技术显著提高的重要表现。新形势下,应结合深化军事法制建设的总体部署,在健全军事法制体系、优化立法技术以及完善军事法治配套机制等方面进一步推进国防和军队建设法治化水平。

The military legislation is the basis of running the PLA by law.Responding to the goal of strengthening the armed forces,the Central Military Commission have promulgated Regulation on the Military Legislation to meet the needs of standardizing the formulation of military laws and regulations,improving the quality of the military legal system and perfecting the construction of the military rule of law.The regulation has highlighted the distribution of legislative authority,the perfection of legislative procedures,the strengthening of legislative supervision and the application of legislative interpretation.In view of our current situation,combined with the overall plan of deepening military legal system construction,efforts shall be made to further promote the level of national defense and military construction by perfecting the military legal systems,optimizing the legislation technology and perfecting the supporting mechanism of military rule of law.
